Strut Question...HELP

so few days ago I was told by my SA that I needed a new strut in order to fix the rattle noise i was complaining about.
Question? Can they change the strut without taking the wheel off?

reason I ask is cuz I have my wheel-lock on and they never ask me for the key, if they really fix my strut, wouldn't they had taken the wheel off in order to change the strut?.
The rattle is still there

Did the wheel lock come with the car? If it did than the dealer has the master key.
