In Europe a lot of attention is given to proper road manners, correct following distance and proper use of the left lane only for overtaking. That’s one thing we have to make up for high taxes and expensive fuel.

The average American would be stunned into silence at the time and expense required to obtain a driver's license in Germany. Here in the States, by comparison, licenses are pretty much handed out to anyone showing up and asking for one.

I think one just needs to have a pulse...certainly there is no intelligence requirement.
