Possible bad ODB2 port?

I have a 2017 M240i that I just purchased 3 weeks ago. I used Bimmercode and an ENET cable to change some settings shortly after getting it. I am now trying to reset the FSC code to update the maps. I cannot get it to connect to my laptop or my phone.

Is it possible for my ODB2 port to be bad? How can I troubleshoot this?

I think i heard something on youtube about a possible fuse issue causing this?

Aren't maps updated via a DVD? My car has nav but I use google maps instead.
