Tire Chains in California

A few years ago I ventured into California in winter. Was dismayed by the requirement for tire chains, regardless of what you were driving. Found that it made the car very dangerous and unpleasant to drive. Is this still in effect?

If I'm reading this correctly chains are now required on Route 2 east of LA and nowhere else. Can someone from the left coast provide a sense of how often chains are required in California?

Chain controls in effect in California as of 2 PM PST 20 Jan 2019 are seen here:

The frequency of chain controls in effect in California's mountainous areas varies quite a bit from year to year.

If it's SoCal you're interested in, perhaps someone from the Southland can weigh in on the frequency in that region. Same with I-80 / US 50 or I-5 north of Redding.

Although you have to carry chains with you, it rarely gets bad enough that you have to put them on as long as you're driving 4/AWD with decent tires.

R1 means chains for 2WD cars, R2 means chains for everyone unless you have AWD+snow tires. R3 means everyone needs chains. 80/50 almost always will shut down before R3, so it's not really a thing.
