What is this? Clear coat peeling?

Didn't expect to see this on a car a little over five years old. Need to get this fixed before it gets any worse. What can I do?

that does look like clear coat damage.

I'm curious if it needs a panel respray at a body shop/or if a localized touch up can be done ?

Since the damage is small enough, I should be able to just touch up the clear.
