Discrepency Between Boost Target and Max Boost Limiter (PSI)

I'm dealing with Boost Target being way off from Boost Ceiling, and I wanted to lower the boost to 1750 HPA ( or 25 PSI), but when I load the map I get limited boost and I noticed the "Max Boost Limiter (PSI)" (under map config) is way lower than what I set the max to be in the table.

Am I missing something here?

My idea is that it is because of the ambient pressure/ my measurements being in RELATIVE + IMPERIAL.
