Not necessarily. The number of owner's isn't immediately a red flag. Some cars change owners just because the previous owner wanted something different even if the car was perfect. My car has 85k miles, and I'm the 4th owner, and I've maintained it really well since I got it at 50k, and I think the next owner will be very happy with it when I sell it in a few months.
Can you get a pre-purchase inspection at an independent BMW shop? |

Service history is more important than number of owners. Look for gaps that would indicate poor maintenance.
