dust or powder in headlight

Hello all - i know this is my fist post - and im looking for a bit of help. My wife has just bought a F23 which has got a cloudy headlight, i first thought that this was moisture but its not its a white powder. Ive tried to blow it out with an airline but its not shifting, does anyone have any idea how this might have happened - and how i might get rid of it?

If you can try take a picture of it with the lights off and on and someone might be able to give you an idea
