Whereas the customer that has days and days of seat time to hear the noise in which they're concerned about.

Great post. I'd also imagine the last thing most techs want to do is go out and drive around and waste time as it impacts their ability to bill time and ultimately make money for themselves.

As for the OPs whooshing and low speeds, sure sounds to me like the typical turbo wastegate and diverter sounds. I can hear all sorts turbo sounds at slower speeds, especially under moderate throttle.

That's precisely it... Not to air out their laundry but in almost every case they are not compensating nearly enough or at all at times to road test vehicles. Plus they know there's always risk of people crashing into them while road testing vehicles(it's happened a million times - ex: Snewj on Youtube got rear ended in his 2018 M4 while a tech was on a road test).
