This comes on every 2 Series from the factory. It's covered by panels and rubber parts. Search Youtube videos for 2 Series spark plug replacement and you'll that most remove it to access the back two spark plugs.

Does this mean a horizontal strut brace mod (the one that goes directly over the engine cover) doesn’t really do that much?

That type of brace will work, BMW won't provide that on the F22 as there isn't enough space between the engine and bonnet/hood to meet crushability criteria to cushion pedestrian impact, if there is a bar over the engine.

The part you posted is just the stock piece under all the plastic trim. If you want to add another bar Ultra Racing and KC Design both make good stuff. Also switching to the f23 radiator top support adds more mounting points and has another plate welded to the top for stiffness. I only recommend strut bars that are welded solid, none of the ones with the bolt/hinge on the ends, you don't want pivot points on both ends if you're trying to stiffen something.
