NEW PADS FOR 16.5K Rotors

I am look toward some less dusting pads like CC / Hawks HPS or Posi-Quiet.
.
.
With the rotors at over 16k and will no real grooving ~ can I just replace the pads???
.
Or should I just suffer till they wear out and replace with my planned Zimmerman rotors / CC pads ????
.

My experience with the Zimmerman rotors - they looked identical to OEM in every way and stamp less BMW.

If your switching compounds I would switch rotors. Zimmerman is an oem supplier for bmw.

I know when I switched to Carbo Tech pads for my STI, I had to go to Napa and have my rotors turned. Pretty cheap but extra work. Since you plan to do the upgraded rotors, might as well do it in one go. New rotors, pads. Then if you decided to sell the rotors/pads you can put the stock ones back on without any issues.

Stay away from Posi-Quiet, they are dustless, but they also don't have the same friction levels as OE that means they don't stop the car as well.
