What do I do if I just bought a 235i and the old owner can’t transfer the license, do i have to straight up buy a new tune or can I buy a used tune and apply it to my car and account

I did they said have the previous owner transfer it and I said they can’t and they just sent me how to transfer a license from their website but I don’t know if It will cause problems having two accounts on the same vin.
