I have a 2017 230i at the dealer right now and asked if it was eligible for the upgrade and they said no. Which is strange because I have a 2017 M2 and it is eligible. Still irks me that in the year 2017 they were still installing 3G modules.

Why don't you just order the parts and do it yourself ? It will be cheaper than anything a dealer would charge.

I retrofitted a N55 thermostat housing to the N20, a dealer would 100% say that is impossible because my engine is not a N55 that part can not be installed.

But it can, it is plug'n'play, dealers just don't know anything if the parts and procedures are not already listed for your VIN number in ISTA. They really know very little about the cars they sell. The people you, as a customer interact with, anyways.
