Find a reputable detailer in your area and they will be able to test it in different ways to see if it's still there and if it's still functional. Then they will be able to either help you get it back to normal, offer advice on maintenance, and offer you options on replacement if need be.
Although there are some consumer friendly coatings out there it isn't as easy as it sounds to do it yourself. I say this because of what it takes to properly prep the surfaces. A lot of folks don't have the skill or don't want to do the work. I'm not saying that's you but from the questions you've asked I believe your knowledge base is limited.
