Headlights Aim Way Too Low

My car is equipped the bi-xenon headlight, not the LED ones on LCI models. It has always been a problem for me that the headlights aim way too low to the point where it's difficult to see at night in not so well illuminated areas.

Comparing with an Audi Q7, my high beams are relatively the same as the Q7's low beams. I do not think this is what my headlights are supposed to be like that.

Does anyone here know how to correctly adjust my headlights? I do not have access to flat grounds except my little garage that only fits two cars, and my driveway is also uneven. Thanks in advance.
