Don't include tax when comparing or negotiating prices. You want to look at MSRP + destination as your number.
Something in the neighborhood of 5-10% off that would be reasonable. Depends on dealer/location/ordering vs on lot/etc. This isn't a terribly hard to get car, don't let them convince you otherwise, and don't let them bully you with made up fees, inflated APRs.
And don't get the run flats!

100% this. A good discount would be 8%. Great is anything over 10%. The new model year doesn't have anything special over the '18, so there's no premium there.
