What Hamilton might have been thinking and would have done is keep clear of Ocan and then complain loudly on the radio about Ocan inhibiting his path expecting that the stewards would take action if Ocan stayed in his way.
Ocan clearly is an idiot - he's a lap down and not in contention for anything. What did he think he would accomplish by passing the race leader? Did he think he was going to lead him the rest of the race? He would be blue flagged the next time Max came up behind him. You can say Max didn't think as clearly as Hamilton might of, but Ocan was an imbecile and had no plan at all.
