BMW doesn't recommend tire rotation. You can do this yourself every 5k miles or at the time you're doing your oil change to keep them wearing more evenly.
Yes, with xDrive the tires should be within a certain range of millimeters tire to tire, front to rear. You are close to needing to replace all four - with 2-3 mm left it's time to shop!
