All of the bumpers are the same - so you should be able to cut it out of the bumper the same - not sure why it would be any different.

If you want to drop it further, you could most likely take it to a local machine shop, have them cut the two pieces of flat plate that hold the receive to the cross beam, and then have them weld extensions in place. It's obviously going to cost you more than a few snips of the bumper, but if you don't want the cutout it's a pretty easy job for anybody with some scraps of 1/4" plate and a welder.
