Originally they were to prevent you from flying out of the car (lap).
Then they were improved to prevent you from hitting the dash (shoulder).
Now that dash hits you, from multiple different angles, if you aren't seated properly you will get hurt. The seatbelt works to limit where you can move so that when the dash explodes your body isn't in the wrong place.
None of this is a bad thing of course and is why people walk away from accidents.
