Don't include tax when comparing or negotiating prices. You want to look at MSRP + destination as your number.

Something in the neighborhood of 5-10% off that would be reasonable. Depends on dealer/location/ordering vs on lot/etc. This isn't a terribly hard to get car, don't let them convince you otherwise, and don't let them bully you with made up fees, inflated APRs.

And don't get the run flats!
Actually, I went shopping for a dealer to order my 2018 M240i I asked for the out the door price (car+taxes [VA tax is 4.25%], inspection+registration). I got a great deal at my dealer, BMW of Alexandria. The dealer included a tank of Shell 93 octane! I think it's better to ask the out the door price. You can ask for price breakdown.
