As I understand it, the $299 charge is to activate CarPlay on models that are
not subject to BMW's yearly-subscription CarPlay model, which took effect on later 2018 models. On those later models, CarPlay is free for the first year and there is no 'activation' charge for it -- much like how the models for Sirius radio and RTTI on Nav work.
IOW, OP: If the window sticker shows $299 and you paid that $299, you have a car that is
NOT subject to the yearly subscription model. If your dealer is trying to get more money out of you, it is attempting to double-charge you -- and you need to involve BMW NA.
