Help!

So of course I waited too long and now my lease is over this Sunday. The pay off price for my 2015 m235i with 27.8k miles is $29,064 and the residual is $29,764. I tried to call 3 dealerships and none of them would quote me any lower than that price Bc apparently there are new rules implemented (in the last couple months) and they can't go any lower than that stated price.

Am I doing something wrong/ not asking the right questions?
