It's called "industrial statemanship" and it does sort of make sense that you want to retain more than one 800-lb gorilla on the playing field. If Boeing, for instance, supplies all your aircraft, you risk Boeing jacking up the prices and the government will end up paying too much for everything. But you are right; it does smack of corruption. I don't know how you balance the whole thing out.
