I know that this is a super late reply and I hope that you already have everything squared away, but if you're already registered in VA with tags (even the 30 day ones), I'd try looking into where RAPIDPASS will have the mobile monitoring systems on entry/exit ramps. It will read your exhaust emissions and it won't matter the state of any lights on the dash or readiness of sensors.
