By cost, I'm sure he is referring to the reconditioning or service work they do to the car in order to meet BMW cert specs.
On average, they probably spend $2k on parts & labor. Usually new tires, brake pads and battery along with a full multi point inspection.
In terms of an actual "cost" from BMW, there isn't one.
