Bummer....I had a similar minor bumper penetration on my MINI. I used a local independent who specializes in "Minor Wreck" repairs. They removed the bumper cover, repaired it from the inside, sanded, painted and re-installed for about the amount you were quoted. I know where the damage was and cannot see it after the repair. You may want to ask your body shop if they can do a similar type of repair if your quoted bumper cover replacement/paint estimate "grows". Have you "tested" your front proximity sensors since the accident...that jolt may have caused some "hidden" damage. I think your quoted figure is quite low IMO. Good luck with the repairs!
