Race brakepads tend to be harsh on the rotors if the operating temperature is below than for what they were designed for, is this the case with the Pagid RS29?

These are track/race pads. I do not recommend these for street use at all. RS19 is similar to this, but without the extended wear.
Race pads can be hard on rotors when cold.
All track/race pads are noisy cold. I have not heard one that is quiet and still give track/race performance.
HP+ is not a track/race pad, it's not on the same level as the RS29. It's more of a high performance street/light track day pad.
