Almost every seat reclines. A select few rows don't and it's typically displayed when you book your flight and pick your seat, but yes. Everyone should be uncomfortable for those select few who may or may not be in a none reclining seat.

Me, I just take personal responsibility. If I plan to be on a long flight I will try to go business class and/or select seats in "premium" rows with more seating. If it's a short flight then I don't bother and take my chances. Even if I end up in a non reclining seat, a couple of hours with the person in front of me reclined the whooping 5 inches or whatever tiny amount they recline, isn't going to kill me.
