The links can help in both situations.
On a lowered vehicle the sway bar's endlink mounting position is moved away from the most ideal location reducing its effectiveness. Be able to adjust the endlink's length you are able to get back the lost geometry and give the bar the most effectiveness or leverage to work.
In the event of a corner balancing session adjustable endlinks can remove some of the preload and give you a more accurate reading.
