It's going back a dozen years or more, but I recall NY and NJ drivers in urban areas being reimbursed in the winter for wheel replacement when they would get trashed due to potholes. IIRC, those states paid out only for damage caused during the winter. I don't remember whether they paid for destroyed tires.

Do you know if California has a program like that?
