Technically it's a bug on the way they implemented it. The GUI is a front-end to the JB4. It only pushes settings when you hit save.. So if you never make changes to WMI, your passive-delete settings shouldn't change.
I have the latest A163/A164 which include Map Buttons instead of a Dropdown. Along with a country check button.
So there is a new workaround that should work for any device. Download a VPN client, connect to a non-US country. Then open the JB4 Mobile app, click update country, and it should reflect the VPN's country. Now disconnect VPN
Right now before this it only checked on first launch and saved/cached the user's country based on IP-address. With this new button in settings, you can use it to update it at will.
