Without an intercooler and downpipe, even if you target higher boost you wont make more power. IAT will increase dramatically and the ECU will cut power.
Also with higher boost and stock downpipe, you will put a lot of pressure on your turbo which might damage it.
Run stage 1 on a stock car and once you are FBO (charge pipe, downpipe and intercooler) run stage 2.
The additional maps for stage 2 are recommended for a good reason
