I know I'm a bit anal about this, but if the engine is running, I always assume that the car can move. Yes, I will sit in my car with my foot on the brake while the the car is in park and the parking brake on if the engine is running. (Hell, my foot is on the brake if I'm sitting in the drivers seat even when the engine is off). You also won't catch me outside my car with the engine running unless my wheels are chocked, and the only reason I'd ever get out with the engine running is if I'm doing some sort of maintenance / diagnostic that requires me to be outside the car with the engine on (or if my wife decides to borrow my car, but that doesn't happen as much since I bought her a 230).
Overkill? Probably. But, I know my car will never move unexpectedly unless it simultaneously has a failure of the parking brake, transmission and brake line/wheel chocks.
