The highway is state maintained. Contact the state DOT folks and provide them with info:
- location (latitude/longitude would be great)
- date/time of “impact”
- your speed at “impact”
- the conditions of the surrounding road
- the condition of your car before the “impact”
- the cost to replace the tire including mounting, balancing and perhaps an alignment.

Be polite but firm. Tell them you’re a tax payer. Tell them that you understand that DOT has a kazillion miles of roads to maintain but it seems this part of the road has had several “victims.”
