Sorry to hear that happened. Ten years or so ago I spent time on a Volvo forum and drivers in NJ and NY were being reimbursed for this sort of damage. I don't recall the exact circumstances of how they got the states to pay, but I'd try CT DOT to see if Connecticut will step up and do the right thing.
