NE roads finally got me.....do I have any recourse?

I was driving on I-84 in CT and there was an unmarked sharp bump/grade change before an overpass that blew my tire immediately. Run flats definitely saved me some extra aggravation and I will just put my summer tires on now to avoid buying a new one.

My question is the tow truck driver said this was maybe the 12th call he had received in the same exact location so this was a known flaw in the road. I've read that if it's a problem that's been reported and unfixed you can file a claim for the cost of repairs. Anyone know the process for that? This was an interstate so not sure if it's a federal/state/local issue. Probably more trouble that it's worth for a few hundred $$ but just curious if anyone successfully filed a claim like this.
