This isn't done for your 'typical' accident in any jurisdiction. He didn't cause injury or death to another, so they'll do a preliminary investigation and move on to the next one.
Go down to your local PD, collect all of the accident reports from yesterday, and check how many have toxicology reports and cell phone usage data included.
