From my experience on other platforms (non turbo charged) intakes dont really make gains without a tune. Usually they just throw off the air/fuel ratio and cause an engine to run lean which might make a bit of horsepower but isnt very optimal.
The real gains have come from a properly mapped tune that can account for the extra air.
Less restrictive / freer flowing air supply which in turns leads to greater volume of air to be pushed through the system. The factory DME adds fuel to compensate for the additional air much in the same way simple engine piggybacks work where boost is turned up and the factory DME is tasked with correcting timing. In both cases the DME is doing what it can but it is not optimized for the hardware leaving room for improvement to be had. So you are correct in saying that a proper tune paired with added hardware will always be superior to relying on the factory DME to compensate.
