Yes, it all depends upon the policy of the shop.

Most shops are reluctant (or refuse) to use owner-supplied parts for the simple reason that there isn't any advantage for them to do so. Most owners that want to provide their own parts wish to do so to minimize costs, although there are a few that simply prefer a different manufacturer's part. Either way, the shop loses out on the margin that part would bring in on the job.

Then, there's the case where the owner supplied part is inferior, and fails. In a large number of those instances, the owner will be apt to blame the shop for poor installation, rather than accept the part wasn't up to the task. When the shop supplies the parts, it accepts responsibility for the quality, so the inclination is to use reliable components.

And, of course, there's the liability issue (especially in the USA), in which many folks would want to go after the shop for damages, even if it was their owner supplied component that failed and caused the damage.

At the end of the day, there just isn't much upside for a shop to used parts it doesn't supply, unless there has been a special arrangement set up in which the owner accepts the risk, which many owners would be reluctant to do.

One can make a case that different branded oil isn't likely to entail much risk, but it's just simpler for the shop management to have an all-inclusive policy where it supplies all parts, supplies, etc.
