With that moon roof on it, the car is a very unique mule. It also appears the car is close to a production configuration. Taking these two together, I would guess the moon roof possibility was not something they wanted out of the bag just yet. Which may explain the behavior of the driver.
Tip of the hat to the picture taker. And, IMO, good luck ever seeing this thing again - until they want you to.

I also saw the mule pulling into a hotel in the North Beach area. I thought I was hallucinating. I tried to follow it to get pictures but there was too much traffic.

I have a feeling this is a bit of a marketing exercise to drive buzz. Why would you drive a test mule here?

I believe there is what appears to be clear or black tape on the hood near the emblem and up the right side top of the fender on the hood. I see the same kind of line on the roof and am not convinced the lines on the roof are a moon roof. They may be but it's not consistent with all the mules we have seen.

To my eyes, the shape of the supposed sunroof is in keeping with how a sunroof on this vehicle should look. I also sense a gasket going around it. Could be the real thing.

BMWs test globally to check the quality of the fuel, transportation, cooling,heating and general day-daydriving on multiple roads,climates,altitudes and tracks.
The M2 is also testing in Dubai,Mumbai,Shanghai and Tokyo.

So what we are seeing are probably 95% production models. (5% off being the M mirrors).

If only we could get LED headlights. Sigh.

I've read the mules are vinyl wrapped. In which case, we may be seeing the crease of the frame of the sun roof showing through the wrap. The other things you mention could be patches to an imperfect wrap. You,re right about the inconsistency with other mules.
Not that it matters here, I remember seeing a picture, dated last year, of an early red mule with a moon roof. It was, I think, a 235 with some sort of aero kit; but, it had the quad exhaust and was said to be an M2 mule.

m2 will likely get released with the 2 series LCI update. Given the 1 series now has them - I think our chances are good.
