I'm scheduled to collect my car at the Performance Center in the first week of November. My dealer is insisting Ifinish the paperwork by this Saturday but I want to delay it and wait for November's lease rates before I sign. Is that too late to sign ?

Unfortunately it is standard op procedure to sign the paperwork 2 weeks before PCD delivery, so you are effectively paying a half month with no car for the "Free" PCD. It is similar to Euro delivery where you start from the day you pick the car up in Europe, not when it returns stateside (even though they cover 1 months payment for transit time).

You'll have to lock in at October's rate. The difference is likely to be negligible in the long run, so I would not sweat it too much and just enjoy your PCD.
