Is it on top of paint ? Can you feel the texture above the surface ?
Don't wipe it with anything but high quality micro fiber towel to wash and either polish or wax to see if that removes it or a quick detailer spray - don't apply downward pressure - let the product do the work |

I sometimes get crud like that from upper levels of the parking garage - it is dense salt crystals (or some other mineral) and comes off well w/ just detail spray. Possible it was a corrosive, but that would be more of a dip eaten into the paint (and more of a repair than a cleaning). If so, might check your insurance to see if they cover this as comprehensive or collision.
