Perhaps a lifetime FCS key was entered into iDrive at some earlier point in time? Mine never asks for an FSC code anymore either.

I have the same problem updating NBT 2017-2 on my F15 using a 32 GB USB (Sandisk Ultra Flair USB 3.0 , 30.7 GB formatted, but need 30.9 GB). I reformatted the USB stick and copied only folder 4 and the three files in the root directory. My car recognized the USB and update continued where it left off. Problem solved!
