Screws Found in Trunk. What are They?

I found a packet of screws and foam spacers in my trunk at delivery. I'm guessing these are for attaching the license plate(s), though the dealer had installed the license plates. Picture attached. Can you please confirm?

front and rear plate screws, the front has a plastic mount and the tape is for anti vibration.
