Dealer said since I am doing a ED that performance parts would be added at dealership
I thought I read otherwise on here somewhere. I am having the car delivered to Spartanburg after I drive it in Europe to, which may be irrelevant?

This is correct. BMW is currently no longer allowing Port Installed Accessories on ED cars. So your m perf parts would have to be done at the dealership after delivery.

What's the reason for this? In the end, there's cars on a boat coming from Europe. What makes the ED cars special? Does this same rule apply for PDC?

No one knows. Maybe they are able to reuse parts from cars coming right off the boat, but an ED car has already been driven too hard to swap for a usable parts.
