I think they are more focused on shutting down the companies who tune the cars rather than the average owner who does his own oil changes.

What the article doesn't state is what brands are trying to have this approved.

Wow, I couldn't imagine how many businesses going to close down just because of that.
For example; the autoparts chain store (AutoZone, O'Reilly, Pep Boys, etc), the tools manufacturer (Snap-On, MAC, etc), and brick and mortar third party repair shop.
