Downpipe install question

I had the Fabspeed Sport Cat installed a few weeks back at a recommended shop and decided to take a look at it while I had the car lifted for some maintenance this weekend.
Turns out that they didn't bolt the cat to the bracket. Did this bolt come with the Fabspeed Sport Cat or is it reusing the OEM bolt?

Re-use OEM bolt and nut.

Isn't the OEM nut welded on?
