I received the same email from BMW of Fairfax. It is $5000 off in stock items. They have 2 M235i in stock and a few other 2-series.
The one I clicked through stickered at 37k, on sale for 32k - so clearly a light option rig. The fact they've got any sitting on the lot that are being discounted 5k is wildly different than SoCal.

Getting discounts on the M235i is difficult in South Florida, don't know about the 228i. If you're lucky to find one in stock it's usually an order from which the buyer backed out of and is sold within the week. Dealers also show sold orders on their website inventory, at the end of the day it's better ordering to get exactly what you want.

On another note many of the cars shown in stock on Cars.com seem to be X-Drive models, almost no RWD's in stock.

Even getting a test drive in a 2 is a bit painful. Using the upcoming UDE event to get more seat time, though from previous drives I already know I want a 228i Sportline.
