FYI i got the Ikon brand front splitter on Ebay a few months ago, just as good quality. The clones really all look the same.

Does that second piece mount first under the bumper and then the spliiter screws to it?

second piece goes into the first piece. It comes with the 3m dbl sided tape. Then you just screw it in. 4 screws in the center, and 1 screw at each end. It took me like 15 minutes to put it on. I cleaned the bumper with a 4:1 water+alcohol mix to prep for the 3m tape.
